Starting from November 5th, ISPs in Russia are actively blocking networks requests with ECH enabled in Cloudflare CDN. There is an official statement from government officials about blocking all resources that use ECH.
If you want your application to work for users in Russia, please disable ECH in Cloudflare settings. It is not clear if this setting is available for every account. If not - you can temporarily disable TLS 1.3.
